Syntax Accuracy of WHOIS Data in gTLDs Introduced ARS Phase I And II Report

The Phase I report of the WHOIS ARS was published by ICANN on 24 August 2015 and delivered information regarding the syntax accuracy of WHOIS records in gTLDs compared to the demands of the RAAs.

 

With the obligations of the RAA to acquire the syntax accuracy criteria, ICANN searched to determine if the contact information of WHOIS records in gTLDs are fulfilling demands for size and substance. Thus, the syntax authorization was made on a model of WHOIS records from gTLDs. According to statistics, accuracy estimates were delivered with a 95 percent reliability interval for the population of domains in gTLDs as a unit, and for a few subgroups interested in it.

 

Moreover, the analysis shows that around 99 percent of email addresses, 85 percent of telephone numbers and 79 percent of postal addresses fulfilled all syntax demands of the 2009 RAA.
The Phase I report describes the management models of trends, nonconformances, and comparisons of WHOIS accuracy over regions, RAA versions and gTLD categories.

 

As next moves, ICANN hosted a webinar on 26 August 2015 for delivering introspection into the methodology and conclusions of the WHOIS ARS Phase I report.

 

All results of Phase I were delivered to ICANN’s Contractual Compliance team to evaluate all sorts of errors discovered and investigate with registrars on possible inaccuracy records, directing to evaluation and correction, when necessary. If WHOIS inaccuracy and/or size complaints are designed from the WHOIS ARS data, ICANN Contractual Compliance will release the needed tickets per the Contractual Compliance Approach and Process.

 

ICANN started to work in June 2015 on Phase 2 of the ARS, which wanted to measure the syntax and operability of the contact information in WHOIS records and was expected to be published in December 2015. The WHOIS ARS team has gathered the primer data model and worked to conclude the operability criteria.

 

Although, initially, testing was expected to happen by November, ICANN released on 22 September 2015 an improved version of the WHOIS ARS testing criteria.

 

On 23 December 2015 ICANN launched the Phase 2 Report of the WHOIS ARS, which is continuity of the Phase 1 report. Pending Phase 2, both the syntax and operability accuracy of WHOIS records in gTLDs were analyzed having as sample the demands of the 2009 and 2013 RAAs.

 

Furthermore, ICANN designed accuracy tests to reply questions about the operability of WHOIS records:
– Does an email sent to the email address ensured in the WHOIS record answer back?
– Does the telephone number ensured call when dialed?
– Will mail be sent to the given postal address?

 

Compared to the statistics made in the Phase I report, syntax and operability accuracy estimates were delivered once again with a 95 percent confidence interval for the population of domains in gTLDs as a unit, and for a few subgroups interested in it.

 

The analysis showed that around 87 percent of email addresses, 98 percent of postal addresses and 74 percent of telephone numbers were operable.

 

Concerning the syntax accuracy, we discovered, after the analysis, a decrease of telephone numbers (83 percent) compared to the Phase I report while the number of email addresses (about 99 percent) and postal addresses (79 percent) that fulfilled all syntax demands of the 2009 RA remained the same .

 

Besides significant notes on the distinctions between Phase 1 and Phase 2, the Phase 2 report comprises supplementary details concerning both syntax and operability accuracy. In addition, the Phase 2 report also debates the management models of trends, nonconformances, and comparisons of WHOIS accuracy over regions, RAA versions and gTLD categories.

As for Phase I report All results of phase 1 were delivered to ICANN’s Contractual Compliance team to evaluate all sorts of errors discovered and investigate with registrars on possible inaccuracy records, directing to evaluation and correction, when necessary. If WHOIS inaccuracy and/or size complaints are designed from the WHOIS ARS data, ICANN Contractual Compliance will release the needed tickets per the Contractual Compliance Approach and Process.

 

The period of testing for the second cycle of Phase 2 of the ARS it might be finished until April 2016 and a report on Phase 2 Cycle 2 is expected to be done by June 2016.
